E-Governance is the use of ICT (Information & Communication Technology) by the government agencies that has the ability to transform relations with citizens,business and other arm of government. It is being developed to make the society informed because only an informed society can be an empowered society. It makes the flow of information easier,makes government more accountable,efficient,interactive,transparent and reduces the reaction time of the government. Benefits of e-governance includes single window clearance,availability of timely and reliable information on various aspects of governance. It ensures efficient grievance redressal mechanism and reaches out to citizen by adopting life cycle approach i.e providing services to citizen from birth to death.
There are various stages of e-governance which are emerging presence,enhanced presence,interactive presence,transaction presence and network presence. Example of e-governance in India are "Bhoomi Project" in Karnataka i.e online records of land, "Gyan Doodh Project " in MP it is government to citizen project to provide single window services to citizen, MCA 21 (Ministry of Corporate Affairs) to ensure continuous interaction between corporate and government, FRIENDS in Kerela, e-mitra in Rajasthan,etc. many more such initiatives are being taken by the government to reach out to yhe citizens.
Many problems are being faced in its implementation because most of the administration is carried out in english language and only a small percentage of Indian society know english. Hence, maximum people are left out of the benefits of e-governance. It has created a digital divide in the country between the haves and have not, rich and poor, rural and urban, literate and illiterates. Reliance Jio has try to bridge this gap and project "Loon" of google if becomes successful can further bridge this digital divide. This contradiction is found in India because of lack of necessary infrastructure, electricity, computers, bandwidth,etc. Hence, we can say that what India has implemented is e-Government but not e-Governance as manual practices were just replaced by computers, other measures were not implemented to make e-Governance more successful. It was under the wrong assumption that replacing manual administration with computers is e-governance. So we still need a technical, legal and judicial infrastructure to make all the information online and people can ooze out its benefits.
